Mr. Mills founded Shore Freeman Mills PC’s Tyler office. He has represented many major energy clients in a variety of complex litigation and transactional matters related to upstream and midstream oil & gas operations. On the upstream side of the energy industry, Mr. Mills has litigated disputes among operators and royalty owners, mineral estate title disputes, disputes among working interest owners, surface estate disputes, disputes among operators and service companies, and disputes among operators and suppliers. Mr. Mills has also represented his upstream energy clients in the acquisition and divestiture of assets, drafting and negotiating leases, service contracts, farmout agreements, joint operating agreements, and drafting title opinions including division order title opinions. On the midstream side of the energy industry, he has handled pipeline condemnation matters and handled disputes related to pipeline operations. He has represented midstream clients in the acquisition and divestitures of assets, securing financing, drafting and negotiating operating agreements and right-of-ways, and performs and directs due diligence.

Mr. Mills began his legal career at Zelsekey, Cornelius, Hallmark, Roper & Hicks, LLP in Lufkin, Texas handling insurance defense and commercial litigation matters. He then practiced at Flowers Davis, PLLC in Tyler, Texas where he practiced oil & gas law focusing his practice on pipeline condemnation related matters.
Mr. Mills grew up in Denton, Texas and was the starting quarterback at the University of North Texas for three years. Mr. Mills was a two-time Big West player of the week and received the 1998 Big West Male Scholar Athlete of the Year award.
Mr. Mills and his wife, Shannan, have two daughters.
